Article 4. Essential values

The Castilian language and the historical, artistic and natural heritage are essential values for the identity of the Community of Castilla y León, and they shall be subject of special protection and support. The creation of entities having this purpose shall be therefore promoted.

Article 5. The Castilian language and the rest of the linguistic heritage of the Community

1. Castilian is part of the most valuable historical and cultural heritage of the Community, which has spread throughout the national territory and many other countries. The Junta of Castilla y León shall promote the correct use of Castilian in the educational, administrative and cultural areas.

It shall also encourage its learning in the international sphere, especially in collaboration with the Universities of the Community, for which purpose it may take whatever measures it considers necessary.

2. Leonese language shall be subject of specific protection by the institutions because of its particular value within the linguistic heritage of the Community. Its protection, use and promotion shall be subject of regulation.

3. Galician language shall be respected and protected within the areas where it is frequently used.

Article 9. Castilian and Leonese people abroad

1. People from Castilla y León living in other Autonomous Communities of Spain or abroad, as well as their associations and social centres, shall have their origin and provenance recognised and the right to collaborate and share the social and cultural life of Castilla y León.

Article 10. Rights of foreigners

2. Public authorities of the Community shall endeavour social, economic, work and cultural integration of immigrant people into the society of Castilla y León.

8. Rights of disabled people. People from Castilla y León having some degree of disability have the right of equal treatment and opportunities, the right to have accessibility in any area of their life and the right to receive the public support necessary to facilitate their educational, work and social integration. The suppression of barriers in places and premises meant to be for public use, as well as in public collective passenger transport, shall be ensured by law. Disabled people’s involvement in the definition of the public policies that affect them through the associations representing their interests shall be also recognised by law.

Public authorities shall promote the use of the Spanish Sign language of the Deaf people, which shall be taught, protected and respected. Furthermore, the use of systems allowing communication to sensory disabled people shall be implemented by the public Administrations of the Community.

Article 16. Governing principles of public policies

Public powers of Castilla y León [...] should promote and adopt the necessary measures to ensure the full effectiveness of the following objectives:

23. Non-discrimination and respect for the diversity of different ethnic, cultural and religious groups present in Castilla y León, in particular the Roma Community, promoting mutual understanding and intercultural relations.

Article 60. Cooperation agreements with other Autonomous Communities

1. The Community of Castilla y León may enter into collaboration relations on common interest matters with other Autonomous Communities, especially the adjacent ones and those who are linked to Castilla y León by their historical and cultural background.

Article 66. Relations with the European regions

1. The Community of Castilla y León shall promote the establishment of cooperation relations, in the way it considers appropriate within the framework of the applicable legislation, with the European regions with whom it shares economical, social and cultural aims and interests.

2. In particular, the Community of Castilla y León shall promote the establishment of good neighbourhood relationships, based on mutual respect and collaboration, with the Portuguese regions with whom it is united by close geographical, historical, cultural, economical and environmental links.

Article 67. Means of foreign action of the Community

2. The Community may also participate in international bodies, especially UNESCO and other cultural organizations, directly when thus foreseen by the corresponding rule or integrated into the Spanish delegation.

Article 70. Exclusive competences

The Community of Castilla y León has exclusive competence in the following matters:

12th Regime of shelter and cultural, social and economical integration of immigrant people. The Junta of Castilla y León shall collaborate with the Spanish Government in matters regarding immigration policies, within the scope of each one's competences.

31st Culture, paying particular attention to the cultural and artistic activities of the Community:

a) Encouragement and promotion of artistic and literary works of Castilla y Leon.
b) Production and distribution of books and periodical publications in any medium, as well as formalities regarding legal deposit and the grant of identification codes.
c) Film and broadcasting industry of Castilla y Leon and promotion and planning of cultural facilities of Castilla y Leon.
d) Historical, artistic, monumental, archaeological, architectural and scientific heritage of interest for the Community, without detriment to the state competence for its defense against exportation and plundering.
e) Museums, libraries, newspaper libraries, archives and other cultural centres and warehouses of interest for the Community and that are not state owned. In the same terms, conservatories of music and dance, centres of scenic arts and other institutions related to the encouragement and teaching of the Fine Arts.
f) Holidays and popular traditions.
g) Cultural and scientific academies that carry out their activity mainly in Castilla y Leon.

2. Regarding non university education, Castilla y León is entitled, in any case, to: […] the definition of subjects relating to the knowledge of the Castilian and Leonese culture; [...]
